Management earn 22 vacation days per fiscal year.

DEFINITION:
Under the direction of the Superintendent/President, the Assistant Superintendent/Vice President, Business and Administrative Services serves as the Chief Business Officer and provides overall leadership and support in planning, directing and evaluating the operational activities of the District, including but not limited to all aspects of financial services, business services, facilities and maintenance operations, information systems and campus police services.
REPRESENTATIVE DUTIES (ILLUSTRATIVE ONLY):
Serve as the Chief Business Officer (CBO) of the District; plan and lead the administrative services of the College in accordance with established philosophy and policies.
Serve as a chief advisor to the Superintendent/President on strategic matters related to budget development, finance administration, facilities services, property management, safety, purchasing, information systems, and other administrative concerns; provide for proper internal controls and management of District funds.
Assemble and lead a collaborative administrative services team and community to achieve the strategic goals and initiatives of the District. Provide principal leadership in organizing and directing long-term planning.
Ensure that the District's administrative services programs are evaluated for effectiveness and plans are developed for improvements.
Develop budgets and long-range financial plans including estimating income sources such as state apportionment, preparing budget projections and models, and developing a long-range financial strategy for the District.
Assist with the District planning process to link with the annual budget.
Direct the administration of various District budgets; coordinate the development of the District's annual budget for expenditures with other Vice Presidents; execute budgetary documents as authorized by the Board, and assure the District maintains a balanced budget within authorized spending programs.
Participate in grievances, disciplinary meetings, legal matters and other employment activities; review and analyze pending legislation, legal mandates, and regulations for potential impact to the District.
Oversee the administration of contracts with outside vendors, the bidding and procurement procedures for goods and services and executes contract documents as authorized by the Board.
Provide administrative leadership and direct, through subordinate management personnel, facilities services in a manner that assures a comfortable and safe workplace for employees and an atmosphere conducive to learning for students; make recommendations and approve plans and specifications for construction and remodeling projects; work with appropriate State agencies to assure approval of various construction and remodeling projects; complete annual and long-term construction and facilities plans.
Make recommendations to the Superintendent/President regarding employment of outside consultants.
Provides for proper management of the District's investment program; assures funds not needed for current operation are invested in accordance with County, State and federal requirements.
Provide for proper management and control of the District's insurance program; analyzes, reviews and recommends purchase of insurance to assure the District, Board and employees are adequately protected and covered for contingencies associated with the operation of a community college.
Direct the operations of the Campus Police; assure compliance with applicable State laws and regulations; participate on related committees.
Oversee the District's internal and external auditing program; recommend the employment of external auditors; assure program complies with related regulations.
Recommend agenda items for Board approval; attend regular meetings and closed sessions as requested; prepare Administrative Services board agenda and supporting materials for the Superintendent/President; recommend new policies or amendments to existing policy to the Superintendent/President; provide information and data as requested.
Assist in the coordination of the college-wide system of shared governance. Serve as the president's liaison to shared governance groups as requested by the Superintendent/President.
As a member of the Executive Committee, work in a team to coordinate college-wide enrollment management, student support, fiscal management, institutional planning and effectiveness, fundraising and donor support, and external grants.
Supervise, select, motivate and evaluate the performance of the Administrative Services Office, the Administrative Executive Directors, Directors and Supervisors, and
Administrative Services staff either directly or through subordinate management personnel. Approve goals and performance objectives for Administrative Services personnel. Make recommendations for staffing levels and patterns in the administrative services area.
Establish and maintain effective relationships with community college organizations, civic organizations, individual donors and other entities as required. Participate in fundraising and revenue enhancement projects. Assist the College Foundation in relationship building and resource development.
Represent the District on regional and state committees; participate in professional development opportunities; and model continuous learning and improvement.
Develop and maintain positive relationships with diverse community groups and service organizations in matters relating to administrative services programs.
Direct special projects as assigned by the Superintendent/President.
Perform other job-related duties as assigned by the Superintendent/President.

EDUCATION AND EXPERIENCE
Possession of a master's degree from an accredited university in business administration, accounting, finance, management, public administration, higher education leadership, or a related field,
AND
Five (5) years of increasing responsible experience in a leadership position in business or administrative services, preferably at a community college.
DESIRABLE QUALIFICATIONS:
Possession of a doctorate in a related discipline.
Five (5) years of increasing responsible experience in a leadership position finance and budget, preferably at a community college.
A demonstrated ability to articulate a meaningful commitment to the college's identity and mission.

PHYSICAL DEMANDS:
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.
ENVIRONMENTAL ELEMENTS:
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

Board of Trustees approval.
