Job Description
The HR Specialist is responsible for ensuring the accurate and timely processing of timekeeping for all bi-weekly employees, with assistance provided for monthly timekeeping as needed. This role also enters leave requests, including Family Medical Leave (FML), paid parental leave, and other types of leave for employees in DASH. The HR Specialist provides support to supervisors and employees regarding time and leave inquiries and serves as a key resource for advising on HR policies. In addition to timekeeping, this position assists in the preparing reports on staffing levels, career path progression and eligibility, employee certification requirements, leave balances, and other relevant data to support FS departmental and employee planning. This role also maintains departmental personnel and timekeeping records, ensuring confidentiality and discretion in all interactions.


Responsibilities
  • Process all bi-weekly timekeeping for the department and assist with monthly timekeeping as necessary, ensuring accuracy in reports associated with time records.
  • Review and verify employee timecards and/or time punches and attendance records for completeness and accuracy.
  • Enter all employee leave requests into the KRONOS timekeeping system, ensuring proper leave type selection and accurate data entry.
  • Verify leave accruals for accuracy before processing and ensure that employees' leave balances (e.g., sick leave, vacation, FMLA) are updated in KRONOS.
  • Process leave requests, including Family Medical Leave (FML), paid parental leave, leaves of absence, and other types of leave.
  • Respond to employee inquiries related to timekeeping discrepancies, leave balances, and benefits.
  • Ensure that all timekeeping-related documentation is properly stored and maintained for audit and reporting purposes.
  • Ensure payroll is processed in compliance with applicable labor laws.
  • Provide guidance on the Sick Leave Bank (SLB) and other leave policies to both employees and supervisors.
  • Maintain accurate and up-to-date personnel and timekeeping records, ensuring all information is securely stored and compliant with confidentiality standards.
  • Track employee certifications and provide reports on their eligibility for career ladders, training, and other development opportunities.
  • Assist with audits by providing necessary timecards, personnel records and reports.
  • Generate reports on employee leave balances, ensuring timely and accurate updates for both timekeeping and departmental planning.
  • Advise supervisors and employees on HR policies and procedures, including leave, timekeeping, and career progression guidelines.
  • Assist potential new employees with navigating the job application process, including providing guidance on job postings, application requirements, and the recruitment process.
  • Assist with performance review coordination, ensuring timely completion and proper documentation of evaluations.
  • Process personnel changes, such as position changes, promotions, and terminations, ensuring all are accurately reflected in the DASH and KRONOS systems.
  • Assist with various HR and timekeeping-related administrative duties as assigned, including coordinating personnel actions, leave applications, and promotions.

Qualifications
Required Qualifications
  • Education: High school diploma or GED
  • Experience: High school diploma with a year of office experience.
  • Knowledge, Skills, Abilities:
    • Proficiency in payroll systems (KRONOS preferred) and payroll processing.
    • Strong knowledge of HR policies, including FML, Workers' Comp, and Paid Parental Leave.
    • Attention to detail and accuracy in data entry, timekeeping, and leave management.
    • Excellent communication skills to explain payroll and HR policies clearly.
    • Ability to maintain confidentiality and handle sensitive employee information.
    • Strong problem-solving skills for addressing payroll discrepancies and leave issues.
    • Organizational skills to manage multiple units timekeeping and HR-related tasks and deadlines.
