ROLE of the POSITION

Under the general direction of the Director of University Police Southern Command (Director), the Assistant Director of Finance and Budget (ADFB) serves as an integral member of UPD by supporting financial and budgetary initiatives for all units and senior leadership. The ADFB is responsible for overseeing a range of financial and accounting activities and budget and payroll services in support of the department.

The ADFB is responsible for overseeing strategic planning for the department and managing financial, budgetary, records, and operational matters. The position serves as the principal budget and finance officer for the department and has direct oversight of all business and financial operations. This position develops and evaluates annual and long-term strategic plans for the department, coordinates the financial aspects of organizational changes, and assists the Director with special projects as directed.

The ADFB will provide support, guidance, and direction relating to proper business practices. This position will ensure all business processes are compliant with established NSHE, BOR, NRS, NAC, and University policies, procedures, and best practice: maintain the integrity of program accounts and use of funds with the goal of maximizing availability of funds for priorities established by the department while meeting reporting and financial information requirements of the institutions. The incumbent is responsible for day-to-day operations including general accounting and general ledger maintenance, financial reporting, and account management.

This position is responsible for the creation of annual, quarterly, and other required reports and the performance of periodic analysis of various UPD programs. Based on these analyses s/he presents recommendations to the Director and the leadership team regarding budgetary structure, cost savings, or other financial efficiencies. The position will oversee divisional activity related to processing financial transactions and will lead the division's effort in a timely and accurate fiscal year closing and opening. The position will create and present ad hoc reports and will be a resource and subject matter expert in the University's ERP, Workday.

This position will assist the department with financial and budgetary business processes in Workday. The incumbent supervises the Payroll and Travel (AAIII) position and is the primary point person regarding processing and reconciling all budget and finance issues. The ADFB will assist leadership with creating internal policies, procedures, audits, financial forecasting models, support the budget cycle, training, and in other special projects as needed. This position may serve as the representative in budget, personnel and strategic planning meetings. Additionally, this position provides guidance directly to the Director. This position has direct responsibility, with minimal supervision, for all aspects of the department budget and purchasing activities.

This position utilizes Workday to monitor account budgets, balances, and transactions, reconcile accounts, and provides periodic budget vs. actual reports for all of UPD's University of Nevada, Las Vegas and College of Southern Nevada accounts. This position collaborates with both institutions purchasing and accounting departments to ensure submission, finalization, and execution of purchase orders across the entire Southern Command.
