Job Description Summary


DEFINITION

Under the general direction of the assigned administrator or designee, the Director of Admissions, Student Records, and Registration, is responsible for providing district-wide direction and oversight of all admissions, student records, and registration. The Director contributes to and implements services that assure student access, ease of entry, and successful transition to the college. The Director serves as custodian of student records and ensures compliance with federal, state and local policies, oversight of program planning, staff, program review, learning outcomes, and assessment.

DISTINGUISHING CHARACTERISTICS

The Director of Admissions, Student Records, and Registration serves as the District Registrar and provides direct leadership and oversight for district-wide admissions, student records, and registration. This includes coordination and planning of activities within all areas of the District, as well as, ongoing assessment of needs and development of long-range plans. The Director will ensure all provisions of services to students are aligned with the District's mission, vision, and institutional goals.

Incumbents in this position utilize the Guided Pathways framework, advance the college's Student Equity Plan, support student learning outcomes and institutional effectiveness by ensuring all students have access to the college through Admissions, Student Records and Registration.

Essential Functions & Qualifications


ESSENTIAL FUNCTIONS
  • Direct, manage, and supervise services related to Admissions, Student Records, and Registration at all campus locations and online, such as, the processing of grades, maintenance of student and course records, verification of student enrollment, certification of graduation, production of transcripts and diplomas, and etc.;
  • Serve as the District Registrar;
  • Demonstrate cultural humility, sensitivity, and equity-minded leadership in working with individuals from diverse communities, model inclusive behaviors, take action to address equity gaps impacting students, and collaborate with staff to ensure a high-performance, service-oriented work environment;
  • Manage and supervise the performance of staff and provide coaching for performance improvement and development, in accordance with district human resources policies and labor contract agreements; direct and oversee the selection of regular and temporary staff within areas of responsibility;
  • Develop and maintain standards and procedures for admissions and records; supervise the evaluation and certification of individual student records related to transfer to other educational institutions, athletic eligibility, and eligibility for benefits from various governmental agencies or programs;
  • Interpret and apply state and federal laws, rules, regulations and District policies to ensure compliance of student records, student attendance, admissions, residency, grading, census, withdrawal, and drop processes, student fees, student petitions, student privacy and other related matters;
  • Provide consultations, technical expertise, and recommendations to administrators and other college departments regarding district compliance with laws, reporting regulations and academic policies, and the impacts of current and proposed policies and procedures;
  • Interact with outside parties including law enforcement agencies, employers and state entities regarding access to student records including but not limited to complying with legally issued subpoenas and Solomon Amendment Requests;
  • Protect the confidentiality of student academic records by enforcing the provisions of the Family Educational Rights and Privacy Act;
  • Develop and prepare annual registration timelines for schedules, catalogs, brochures and forms; review and revise board policies and procedures for approval as needed;
  • Direct the evaluation of student graduation and transfer documents, preparation of diplomas, compilation of academic standing lists; ensure timely and appropriate notification to students regarding graduation status and academic standing;
  • EngageintheparticipatorygovernanceprocessesbyservingonDistrictwide committees and division meetings;
  • Prepare student data reports in collaboration with the InstitutionalResearchDepartmentandInformationTechnologyasrequiredbythe District, federal, state, and local agencies;
  • Develop student learning outcomes and conduct Institutional Program Planning and Review (IPPR);
  • Develop and monitor departmental budgets for assigned programs;
  • Maintain current knowledge of laws, policies and procedures related to admissions, student records and registration;
  • Integrate innovative technology, in collaboration with Information Technology to remain current and effective in meeting students' needs; and
  • Perform other related duties as required.


QUALIFICATIONS

Education:

Required
  • Bachelor's degree in either Guidance/Counseling, Human Development, Psychology, Social Science, Business, Recreation or Student Development.

Experience:

Required
  • Three years of direct experience in higher education in the area of student services, admissions and records, or enrollment services with increased responsibility over time.
Preferred
  • Five years of supervisory experience in admissions, records, and/or enrollment services in higher education;
  • Experience at the California Community College system;
  • Experience in data tracking and reporting;
  • Bilingual in Spanish (oral and written); and
  • Knowledge of Student Support and Success Act(2012),California,SB1456, California Guided Pathways, California Education Code and Title 5.

  • Application and use of Microsoft Office (Outlook, Word, Excel, PowerPoint, Teams, OneNote) and Adobe software;

  • Establishandmaintaincooperativeworkingrelationshipswiththosecontactedinthe performance of duties;

SALARY SCHEDULE
Below is the full salary schedule range for this position, steps A through E. Per Cuesta College's bargaining agreement, new employees are placed at Steps A through C, which is the anticipated hiring range also listed below.   • Salary Schedule Range: $9,632 - $11,708 per month.
