Position Description

Situated on the ancestral homeland of the Tongva Peoples, Chaffey College is one of the oldest community colleges in California and serves a variety of communities, workforce partners, and students. While other community colleges are often named after their geographic area, Chaffey College is named after local innovator, George Chaffey, who, among other things, implemented street lights in the city of Ontario. Chaffey College celebrates the diverse communities we serve. As a federally recognized Hispanic Serving Institution (HSI) Chaffey's student population includes over 62% identifying as Latinx, 17% White, 8% African-American/Black, 6% Asian, and smaller percentages of Filipino (2.8%), Native American (0.40%), Pacific Islander (0.30%), or decline to state (2.82%). Furthermore, 40% of our students are first-generation college students, and approximately 62% of students are eligible for some form of financial aid. The current student population identifies as 62% female and 36% male with smaller percentages who either decline to state or identify as non-binary. Approximately 5% of Chaffey's students utilize Disabled Programs and Services for support. To support the diverse needs of these populations and their intersections, the College has developed a variety of robust equity-driven efforts in and out of the classroom including the Center for Culture and Social Justice, Panther Care, Rising Scholars, Success Centers, GPS Centers, and BLOOM training.

Under general direction, is responsible to plan, organize, and supervise the educational units and responsibilities within Institutional Effectiveness reporting to the Associate Superintendent of Instruction and Institutional Effectiveness. This unit is a broad-ranging assignment dedicated to the success of campus-wide efforts, including, but not limited to the following: Enrollment, Success, and Equity Metrics Strategic Management; Program and Services Review; Curriculum and Learning Outcomes; Dual Enrollment Program; Career Education Advisory Committee (CEAC); Grant Management including the Title V HSI Federal Grant, Strong Workforce, Perkins, and Basic Skills; Catalog and Course Schedule; Academic Calendar; and the College's Guided Pathways efforts.

Responsibilities

Duties may include, but are not limited to:
  • Provide strategic direction and oversight of the District Enrollment, Success, and Equity metrics and management;
  • Provide oversight and supervision to the District curriculum process;
  • Review and evaluate course offerings and methods of instruction and approve curriculum for the Office of Instruction;
  • Provide oversight and direction to the Program and Services Review effort;
  • Provide oversight and direction to the learning outcomes efforts in all departments;
  • Provide leadership and supervision to the District's Dual Enrollment program;
  • Provide supervision and direction to district-wide grant programs including the Title V HSI Federal Grant, Strong Workforce, Perkins and Basic Skills. Develop, prepare and monitor these budgets, including ensuring that expenditures meet the federal and state guidelines for each program;
  • Provide leadership and oversight to the Career Education Advisory Committee (CEAC);
  • Administer the development and preparation of the Schedule of Classes and long-term schedule planning, as well as the Catalog;
  • Plan, supervise and coordinate class schedules, teaching assignments, budget management for academic programs;
  • Supervise and evaluate the performance of assigned faculty, staff and professional experts; interview and select employees and recommend transfers, reassignment, termination, and disciplinary actions; plan, coordinate, and arrange training of subordinates;
  • Develop, prepare and monitor the annual budget of the assigned programs; analyze and review budgetary and financial data; monitor and authorize expenditures in accordance with established guidelines;
  • Assure compliance with various state laws related to curriculum, scheduling, and positive attendance;
  • Lead the District's Guided Pathways efforts;
  • Participate in the selection and assignment of all personnel in areas supervised;
  • Plan, organize, control, and direct a variety of programs, projects, and activities related to the educational outcomes appropriate for the unit and in support of campus-wide efforts and emerging initiatives;
  • Develop and implement long-and short-term plans and activities including staffing, facilities, curriculum, and educational philosophy;
  • Participate in capital building efforts as applicable to the assignment;
  • Communicate with other administrators, district personnel, and contractors to coordinate activities and programs, resolve issues and conflicts, and exchange information;
  • Conduct regular program review and evaluation;
  • Participate in participatory governance through service on college governance and other committees;
  • Perform other duties as assigned.


Qualifications

MINIMUM QUALIFICATIONS
  • Possession of a master's degree; and
  • One (1) year of formal training, internship, or leadership experience reasonably related to the administrator's administrative assignment; and
  • Demonstrated evidence of sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds in a community college environment.
ADDITIONAL LOCAL QUALIFICATIONS
Knowledge of:
  • Concepts of course curriculum, scheduling, and enrollment management;
  • Grant writing and effective grant management procedures and practices;
  • General principles of organization, management and employee supervision, and training;
  • Effective research, analytical and report writing techniques;
  • Regulations and statutes related to the assignment.
Ability to:
  • Plan, organize, direct, and administer various related academic and grant programs;
  • Analyze, evaluate and recommend innovative changes to existing programs;
  • Direct the work of others;
  • Reconcile divergent views and achieve consensus among faculty and staff;
  • Communicate effectively both orally and in writing;

DESIRABLE QUALIFICATIONS
  • Experience as a faculty member in a discipline taught at the college.
  • Experience with supervision, budgeting, and program coordination.
  • Earned doctorate from an accredited institution.
  • Three (3) years of leadership experience reasonably related to the administrative assignment.
  • Knowledge of Guided Pathways and the implementation frameworks associated with it.
  • Knowledge of Vision 2030.
  • Experience with planning, management, and budgeting.
  • Demonstrated experience implementing equity and access for disproportionately underserved groups.
  • Experience as an effective communicator, collaborator, and community college advocate.
  • Leadership experience in promoting diversity, inclusion, equity, and academic excellence.
  • Demonstrated commitment to participatory governance, consensus building, and team-focused approach to management.
  • Demonstrated experience in or commitment to integrating new technologies into the learning process and understanding of current and emerging instructional delivery technologies.

  • Some evening and weekend hours are required.

CONDITIONS OF EMPLOYMENT
This is a 12-month, full-time management position, Level II, Range 32 of the Management Salary Schedule with starting salary of Step A, $14,067/month. Effective date of employment will be as soon as a successful candidate is selected and a mutually agreed upon date is determined.
