Job Description:

FUNCTION & SCOPE:


Reporting to the Associate Director of Cost Accounting & AP/Purchasing, the incumbent is responsible for performing key cost accounting duties including supporting the development of Facilities and Administrative (F&A) rate calculations, fringe benefit rate calculations, service center reviews, and property reporting and monitoring. Also responsible for assisting with other financial accounting functions including financial reporting, IRS 990 reporting, and the annual campus assessment model.

DUTIES:
  • Responsible for assisting in the preparation and coordination of assigned long form and short form F&A proposals including federal reviews of the proposals. Includes assisting with cost analysis relating to SUNY and Research Foundation central offices and identifying the administrative portion applicable to the campuses.
  • Responsible for data retrieval, compilation, analysis, and integrity relating to the F&A proposals and CRIS database.
  • Responsible for assisting in the completion of organized work plans for assigned long form and short form proposals to assist campuses to maximize F&A recoveries or limit risks, particularly for areas that are subject to government scrutiny.
  • Assist with the development and implementation of F&A space surveys with campus management and staff.
  • Assist in developing training materials and conducting space surveys and providing space survey training to various campus staff.
  • Prepare supporting reconciliations, work papers and schedules are completed for F&A proposals to document that data is complete and accurate.
  • Work with IT to ensure business systems provide the data necessary to perform functions. This includes CRIS, RAMI (Real Asset Management International), SUNY, Oracle, RF report and other information sources.
  • Coordinate and communicate effectively with management and staff at the campus, central office, SUNY and the Construction Fund.
  • Assist with other cost accounting duties as needed including service center reviews, property monitoring, fringe benefit rates, central office assessment, and other cost calculations and studies.
  • Assist in keeping policies, procedures and guidance up to date related to cost accounting, service centers and fixed assets.
  • Assist in the review and maintenance of Disclosure Statements (DS-2's) and assist campuses with CAS related issues.

Financial Reporting
  • Assist in the development of the annual campus assessment model.
  • Assist with various departmental reconciliation duties.
  • Assist as needed in interim and year end reporting, account reconciliations and other financial accounting, reporting and tax tasks and analysis. Also includes SUNY supplemental reports, IPEDs and IRS 990 preparation.
  • Support strategic initiatives and other duties as assigned by the Associate Director of Cost Accounting & AP/Purchasing or CFO.

Requirements:

SPECIAL SKILLS:
  • Requires knowledge of general accounting principles and practices. and a commitment to further understand relevant government regulations and procedures, including but not limited to OMB 2 CFR Part 200 (Uniform Guidance).
  • Requires ability to work independently and have strong organizational, decision making and problem solving and strong verbal and written communication skills.
  • Must be skilled in Microsoft applications or related software, data retrieval compilation and analysis and other spreadsheet database applications.
  • Requires the ability to be a team player, flexible, and display the ability to manage multiple tasks simultaneously

EDUCATION/EXPERIENCE:
Bachelor's degree in accounting or finance-related field preferred. One to three years of progressively more responsible accounting, auditing, or financial analysis experience preferred, preferably in a higher education or nonprofit environment with familiarity with grants. Experience or an equivalent combination of education and experience will be considered for the position. We will consider candidates currently enrolled at an educational institution on track to receive a degree in a required field.

Compensation for this position: The compensation for this role is between $58,656 to $65,188. The pay will depend on a variety of factors that may include but are not limited to experience, education, training, and certifications.
