Job Summary:
Under the general supervision and direction of the Dean, the Director of Budget Planning and Operations is a key member of the executive leadership team in the School of Nursing and Health Professions. The Director is responsible for analyzing and managing the financial health of the School, and is responsible for budgeting, forecasting revenue, managing expenditures, and evaluating the financial viability of initiatives and programs. The Director provides the leadership, fiscal oversight, and vision necessary to ensure the School's financial strength, operational efficiency, personnel and systems in place support the organization, and compliance is maintained with all applicable laws, policies, regulations and standards. The Director will work closely with the Dean to set and advance the School's strategic direction and establish fiscal policies that promote the School's culture and vision. This position directs the activities of assigned functions through the management of direct reports including, but not limited to: 1 FTE Business Specialist and 1 FTE Operations Program Assistant.

Full Job Description:

Financial Management, Strategy, Analysis, and Planning 60%
  • Oversee the School's financial operations (Budget Execution, Procurement)
  • Develop, maintain, and monitor detailed operational budget and accounting for the school - includes financial forecasts, revenue projections and expense allocations
  • Create and maintain financial models to inform strategic decision making
  • Coordinate all aspects of the school's resource and budget planning and preparation, including long-range planning and financial data analysis to identify trends, mitigate risk, areas of cost optimization, and ensure the school's financial health
  • Conduct cost-benefit analysis on proposed new programs, initiatives, and operational changes to assess their financial impact
  • Evaluate and manage the School's operational expenditure projects, including facility upgrades and equipment purchases
  • Develop and capture financial metrics to measure and track implementation of SONHP's Strategic Plan
  • Collaborate with the Dean to plan and implement faculty FTE management, renewal, and temporary academic budget allocation
  • Analyze 5-year financial pro formas, annual cost accounting and contribution margins for individual School programs and present to School leadership for decision-support
  • Develop and enforce information flows and decision-making structure to ensure that budgetary and fiscal information is communicated in a timely and effective manner to appropriate team members
  • Work closely with academic departments, program directors, and administrative units to understand their financial needs and provide financial guidance


Reporting and Compliance 25%
  • Prepare and provide timely and efficient financial reporting to the Dean and other School and Campus stakeholders - including income statements, balance sheets, cash flow analysis, and variance reports, highlighting key financial trends
  • Ensure that the school achieves its financial goals and complies with the requirements of university and external authorities
  • Participate in the development, implementation, review, and evaluation of strategies, policies, and processes for the School to ensure strategic objectives are met, quality systems are in place, and resources and infrastructure supports the School's academic and non-academic needs
  • Set and track comprehensive budget and financial goals to ensure the school's growth and quality performance
  • Regarding policies and procedures that pertain to budgets, revenue and expenditures (including compensation), promote effective communication and information management
  • Ensure adherence to all relevant financial regulations and accounting standards


Quality Assurance and Process Improvement 15%
  • Set and execute against the strategy for continuous improvement across the school, including: Driving and maintaining process improvement strategies and plans
  • Evaluating organizational performance by analyzing and interpreting key performance indicators
  • Support the tracking and reporting of key performance metrics and develop / maintain executive dashboards
  • Provide timely, accurate, and complete reports on the school's financial conditions to ensure strategic objectives are met, quality systems are in place, and infrastructure supports the school's demands
  • Examples include the annual Scholarship and/or Endowment Analysis Reports.
  • Oversee the resource allocation and utilization
  • Additional duties as assigned


Minimum Requirements
  • Graduate degree required in Business, Finance, or a related field
  • 5+ years of work experience in Higher Education and / or Operations with progressive levels of financial management responsibility, ideally having held a senior management-level role (this includes having had responsibilities and authority broader in scope than a front-line manager


Special Skills Needed

  • Experience in fundraising is desired, but not required

  • Advanced skills and demonstrated competency in setting and managing budgets, financial forecasting and modeling, strategy development, systems planning, accounting, and execution of key internal initiatives
  • Demonstrated ability in resource management, and to develop and monitor financial metrics, as well as balance growth and profitability objectives to achieve financial goals.
  • Understanding of organizational functions such as HR, finance, operations, administration, quality assurance, IT, facilities, and other support functions
  • Excellent leadership skills with demonstrated ability in overseeing multiple functions and establishing performance goals for the organization and individual staff members
  • Knowledge and experience in the use of effective influencing tactics and strategies; ability to implement accountability; mentor and empower individuals with the capability to leverage the strength of the team to put people in a position to succeed
  • Exceptional communication skills (verbal and written), emotional intelligence, and the ability to listen and evaluate with excellent presentation preparation and delivery skills
  • Must have sound judgment in problem-solving and decision-making techniques
  • Strong working knowledge of data analysis and performance/operating metrics
  • Working knowledge of IT/Business infrastructure and knowledge management
  • Outstanding planning, organizational, and analytical skills.
  • Excellent interpersonal and public speaking skills.

Salary

Salary Range :
$127,000 - $132,000 annualized salary commensurate with experience.
