LBCC is looking for a dynamic Manager, Employee and Labor Relations to manage complex employee relations matters, including contract negotiations, performance management, grievances, and conflict resolution. You will also play a key role in creating a positive, inclusive work environment while ensuring compliance with labor laws and district policies.

Key Responsibilities:
  • Lead contract negotiations, grievance management, and disciplinary actions.
  • Advise campus administrators on employee relations, performance issues, and complaints.
  • Oversee the annual performance evaluation process and support staff development.
  • Design and implement training programs to promote conflict resolution, contract compliance, and a diverse work environment.
  • Maintain documentation on employee relations issues and track progress in HR systems.

The successful candidate will need to:
  • have a Bachelor's degree in Human Resources, Business, or a related field, and
  • have 4+ years of increasingly responsible experience in employee relations or labor relations, ideally in a higher education setting, or an equivalent combination of training and experience

  • Advanced salary placement: Generally, new employees start at the first step on the salary schedule. Advanced salary placement may be considered on a case-by-case basis; however, please note that requests are typically capped at Step 3.

Duties


GENERAL PURPOSE

Under general direction of an assigned administrator, manages the employee and labor relations function of the District including, but not limited to, negotiation of collective bargaining agreements, contract administration and interpretation, and guidance/coordination of related management activities, discipline and corrective action, employee job performance or behavior concerns, employee complaints and grievances. This position supervises, trains, and provides guidance to human resources staff and serves as a key contributor to development and maintenance of comprehensive human resources policies and strategies and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICSThe Manager, Employee and Labor Relations directly handles the most complex, sensitive, and high-profile cases while developing and implementing policies, programs, and practices that promote effective employee and labor relations and ensure regulatory compliance. The position is responsible for providing critical guidance and support to campus administrators on employee relations matters including discipline and corrective action, employee job performance or behavior concerns, employee complaints and grievances, and strategic management of employee. Qualifications


Education, Training and Experience:

Bachelor's degree in human resources, business or public administration, or a related field, and four (4) years of increasingly responsible experience in human resources employee/employer relations, and conducting investigations; or an equivalent combination of training and experience. Experience in employee relations/labor relations in a higher education institution is preferred.

Licenses; Certificates; Special Requirements:
May require a valid California driver's license and the ability to maintain insurability under the District's vehicle insurance policy.

Meeting the minimum requirements of the position does not guarantee advancement in the selection process. Candidate qualifications will be assessed to determine those who meet and exceed requirements, and are deemed most competitive amongst the applicant pool to proceed.

Selection Process:

The following examination segments are pass/fail and may be utilized during the selection process:
  • screening of the applicant's training, background, and experience
  • scored evaluation of responses on a supplemental application/ subject matter expert (SME) review. *** Please answer each question thoroughly as they will be read and scored by SMEs***
  • in-person or online:
    1. written examination(s)
    2. qualifications appraisal oral examination
    3. performance examination
    4. technical oral examination
      (the above will be scored on a job-related basis)
